When the epidemic struck, state-owned enterprises resolutely implemented the decisions and deployments of the Party Central Committee and the State Council, effectively fulfilling their political, economic, and social responsibilities. They bravely shouldered heavy burdens, fought bravely, and focused on both epidemic prevention and control and the resumption of work and production. At critical moments, they played a key role, demonstrating to the world the strength, spirit, and efficiency of China.

  This is a major battle, and a major test.
  When the epidemic struck, state-owned enterprises resolutely implemented the decisions and deployments of the Party Central Committee and the State Council, effectively fulfilling their political, economic, and social responsibilities, bravely shouldering heavy burdens, daring to fight tough battles, focusing on both epidemic prevention and control and the resumption of work and production, playing a key role at a critical moment, and showing the world the strength, spirit, and efficiency of China.
  Undeterred by difficulties, they quickly built specialized hospitals. With the strong support of numerous central enterprises, China Construction Group took the lead in launching an assault on the "impossible task" of building a specialized hospital in Wuhan in 10 days. They formulated an "hourly" battle map, launched a large-scale construction campaign, with more than 2,000 managers, more than 12,000 workers, and more than 2,000 sets of machinery and equipment working 24 hours a day to complete the construction of the Huoshenshan Hospital with 1,000 beds and the Leishenshan Hospital with 1,600 beds on schedule, creating a human miracle with Chinese speed.
  Unconditionally increasing production of key medical supplies. Responding to the urgent needs of epidemic prevention and control, central enterprises, even those not previously producing medical protective clothing, masks, and other medical supplies, accelerated the conversion and expansion of production, striving to increase production at a wartime pace. On February 25, the daily production capacity of medical protective clothing of Xinxing Jihua Group reached 103,000 sets, a 30-fold increase compared to the 3,400 sets produced daily when it officially put into production on February 4.
  Taking on the responsibility of ensuring basic supplies. Relevant state-owned enterprises actively served the overall situation of epidemic prevention and control, ensuring that prices did not rise, quality did not decrease, and supplies remained uninterrupted. Petrochemical enterprises rushed to allocate oil and gas resources, with tens of thousands of employees providing 24/7 service to Hubei. The State Grid implemented a nationwide guarantee for Central China, Central China for Hubei, and Hubei for Wuhan, with nearly 20,000 employees from power generation enterprises working on the front lines every day. From January 20 to February 16, telecommunications enterprises deployed 14,437 emergency vehicles and built 257 base stations. Aviation enterprises carried out 159 chartered flights to Hubei, transporting 875 tons of medical supplies and 17,840 medical personnel.
  The resumption of work and production is an important guarantee for effectively responding to the COVID-19 epidemic and maintaining stable economic operation, and it is also an urgent task for state-owned enterprises to ensure that they complete their annual targets on schedule. Preliminary statistics show that by February 20, the resumption rate of the nearly 48,000 subsidiaries of central enterprises supervised by the State-owned Assets Supervision and Administration Commission of the State Council was 86.4%, among which the resumption rate of more than 20,000 production and external business subsidiaries was 88.4%. The operating rate of industries such as petroleum and petrochemicals, communications, power grids, and transportation has exceeded 95%, and some have reached 100%.
  Major investments and measures have been launched one after another. The Three Gorges Corporation announced the commencement of construction of 25 new energy projects with a total installed capacity of 3.92 million kilowatts and a total investment of 58 billion yuan in Guangdong, Jiangsu, and other places; the State Grid started and resumed work on key projects exceeding 100 billion yuan; and China Electronics signed a strategic cooperation framework agreement with Hefei City to invest over 10 billion yuan in the construction of supporting projects for the integrated circuit industry chain in the city.
  Major projects and key projects are being launched intensively. The construction site of the Wudongde Hydropower Station, the fourth largest hydropower station in China and the seventh largest in the world, with a total installed capacity of 10.2 million kilowatts, under the Three Gorges Corporation, has four units fully entering the final assembly stage; Shanghai Waigaoqiao Shipbuilding Co., Ltd., a subsidiary of China Shipbuilding Group, completed the delivery of a JU2000E type self-elevating offshore drilling platform and sea trials of two 210,000-ton bulk carriers within a week of resuming work and production, driving other enterprises in the industrial chain to accelerate production. CRRC Sifang Co., Ltd. has fully resumed work, and projects such as the "Fuxing" high-speed train have resumed production on the high-speed train production line; the construction of the FL-62 wind tunnel, a national key project undertaken by the Aviation Industry Aerodynamics Institute, has resumed work on schedule and has fully entered the on-site joint commissioning stage.
  In times of crisis, heroes emerge. State-owned enterprises are an important force in promoting national modernization and safeguarding the common interests of the people, and are an important material and political foundation for the development of the Party and state's cause. Faced with severe tests, state-owned and central enterprises have fully played their role as the main force and national team, demonstrating with practical actions their role as "the most trustworthy force of the Party and the state," and will undoubtedly make new and greater contributions to the economic and social development of China in the future.
  Charging forward unconditionally
  With a shortage of medical and epidemic prevention materials, Xinxing Jihua Group quickly converted production to protective clothing; China Post remained on the front lines to ensure smooth logistics; and after resuming work on February 3, Lekai Group adopted a four-shift three-operation mode to operate at full capacity to produce digital medical imaging output instruments and digital medical films.
  Many large state-owned enterprises are in key links in the industrial chain, actively responding to the central government's requirements for coordinating the advancement of epidemic prevention and control and economic and social development. They have taken the initiative to resume work and production and driven the resumption of work and production of upstream and downstream enterprises in the industrial chain. The three major telecommunications operators have launched new services such as "cloud services" to meet the needs of online office work and remote meetings; and the State Grid Corporation has implemented "zero visits, zero approvals, and zero investment" services for epidemic prevention material production enterprises.
  Operating at full capacity to ensure supply
  Considering the needs of the people, state-owned enterprises in important industries and key areas such as electricity, telecommunications, petroleum and petrochemicals, ports and docks, and air transport have made every effort to ensure the uninterrupted supply of basic products, without compromising quality or raising prices; and grain and oil trading enterprises such as COFCO and Sinograin have ensured that the people have sufficient supplies of rice, vegetables, and oil.
  Key projects resume work and production
  During the critical period of coordinating the advancement of COVID-19 epidemic prevention and control and economic and social development, central enterprises have focused on both aspects simultaneously, promoting both, and have made strong efforts in the main economic field, with large investments, large projects, and significant achievements, injecting strong momentum into the Chinese economy. In recent days, major projects in many places have been scheduled and accelerated.
